BP Invests Big in Azerbaijan

FT reported:

Bob Dudley, the new chief executive of  BP, is poised to sign a deal to develop a huge natural gas field in Azerbaijan, underscoring the country’s importance to the UK energy group as it tries to recover from its spill in the Gulf of Mexico.

I noted the Azerbaijan investment, while BP ditched assets elsewhere in the world. Did James A. Baker, III or his law firm, Baker Botts, draw up the contract?  Baker led a political "A team" to Russia to explore Caspian Sea oil and gas.
